Regular Council

That the Council of the Municipality of West Perth accept the agenda as presented.

That the Council of the Municipality of West Perth receives and supports the resolution from the the Town of Goderich regarding protecting and conserving soil; and That the Council of the Municipality of West Perth directs the Clerk to forward a copy of this resolution to MP John Nater, MPP Matthew Rae, Minister of Rural Affairs, Minister of Environment, Conservation and Parks, Minister of Agriculture Food and Agribusiness, the Association of Municipalities of Ontario, and AMCTO Legislative and Policy Advisory Committee.

That the Council of the Municipality of West Perth receives and supports the resolution from the the Township of West Lincoln regarding human trafficking prevention; and That the Council of the Municipality of West Perth directs the Clerk to forward a copy of this resolution to MP John Nater, MPP Matthew Rae, the Association of Municipalities of Ontario, and AMCTO Legislative and Policy Advisory Committee.

That the Council of the Municipality of West Perth receives and supports the resolution from the Township of West Lincoln regarding elect respect campaign; and That the Council of the Municipality of West Perth directs the Clerk to forward a copy of this resolution to MP John Nater, MPP Matthew Rae, the Association of Municipalities of Ontario, and AMCTO Legislative and Policy Advisory Committee.

That the Council of the Municipality of West Perth accept Consent Items 4.5 - 4.11 for information and the minutes of the August 11, 2025 Regular Meeting be adopted.

That the Council of the Municipality of West Perth endorse the terms of reference for the committee as presented; and That Council approve the Municipality's participation as outlined in the terms of reference, and further; That the Mayor and Clerk be authorized to execute the terms of reference on behalf of the municipality.

That the Council of the Municipality of West Perth accepts the report from dated July 22, 2025 from Spriet Engineering for the Twelfth Concession Branch 'A' and 'O' Drain; and That Council provisionally adopt the Engineer’s Report for the Twelfth Concession Branch 'A' and 'O' Drain by giving first and second reading to By-law 47-2025; and That the Court of Revision for the Twelfth Concession Branch 'A' and 'O' Drain be scheduled for October 6, 2025

That the Council of the Municipality of West Perth proceed with the Request for Drain Major Improvement to Branch "4" of the Weir Municipal Drain; and That Council, pursuant to the Drainage Act, including in accordance with section 8(4), and subject to any objection from the Maitland Valley Conservation Authority, appoint Chris Dietrich of Dietrich Engineering Limited as the Drainage Engineer on a date thirty days from the notice to the Maitland Valley Conservation Authority, for the examination of the drainage works and to proceed with the requirements of the proposed improvement under Section 78 of the Drainage Act.

That the Council of the Municipality of West Perth accept the correspondence, as information.

That the Council of the Municipality of West Perth approve the request from St. Patrick's Church in Dublin to declare their 125th Jubilee Anniversary held at the Dublin Lions Hall Sunday October 5th 2025 from 2 pm to 6 pm to be of municipal significance and/or community significance and advise the Alcohol and Gaming Commission of Ontario that it has no objection to it taking place.

That the Council of the Municipality of West Perth give first and second reading to By-law 46-2025, 47-2025, 48-2025, 49-2025, 50-2025 and 51-2025, this 2nd day of September, 2025.

That the Council of the Municipality of West Perth give third and final reading to By-law 33-2025, 46-2025, 48-2025, 49-2025, 50-2025 and 51-2025, this 2nd day of September, 2025.

That the Council of the Municipality of West Perth proceed in Closed Session under Section 239 of the Municipal Act, 2001, as amened at 8:22 p.m. to address matters related to:  2 (b) Personal matters about an identifiable individual (COLA, Health and Safety Manual, Job Evaluation Policy)  2 (c) A proposed or pending acquisition or disposition of land by the Municipality or local board (Land Sale - Mitchell Ward)  3.1 Educational or training sessions. A meeting of a council or local board or of a committee of either of them may be closed to the public if the following conditions are both satisfied: 1. The meeting is held for the purpose of educating or training the members. 2. At the meeting, no member discusses or otherwise deals with any matter in a way that materially advances the business or decision-making of the council, local board or committee (Bill 3 - Strong Mayor Powers)

That the Council of the Municipality of West Perth approve COLA for 2026 as 1.99% consistent with Perth County; and That the Council of the Municipality of West Perth adopt the 2025 pay rates with the 1.99% adjustment effective the first full pay period in 2026.

That the Council of the Municipality of West Perth approve the Health and Safety Manual to be included in the Human Resources Policy Manual.

That the Council of the Municipality of West Perth delete and replace Schedule A of items 1-8 and 3-8 of the Human Resources Policy Manual with the 2025 Employee Performance Evaluation Form as presented.

That By-law 52-2025 being a By-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a third time and finally passed this 2nd day of September, 2025.

That the Council of the Municipality of West Perth adjourn the Council meeting at 9:32 p.m.
