Regular Council

That the Council of the Municipality of West Perth accept Consent Items 4.3 - 4.7 for information and the minutes of the April 7, 2025 Regular Meeting be adopted.

That the Council of the Municipality of West Perth accept Consent items 4.1 and 4.2. for information.

That the Council of the Municipality of West Perth support the Rotary Club of Mitchell's Grant Application to undertake a kayak rental launch project contingent upon the appropriate municipal and conservation authority approvals.

That the Council of the Municipality of West Perth recommends that the County of Perth Land Division Committee, or its designate, approve Consent Application File B03-25; and That the Council of the Municipality of West Perth forward the conditions listed in the staff report dated April 22, 2025, as amended with the change to condition No. 5, to the County of Perth Land Division Committee, or its designate, for Consent file B03-25, affecting the property legally described as Part Lot 18 Concession 1 Logan Part 1, 44R6181; in the Municipality of West Perth; and That the Council of the Municipality of West Perth approve in principal ZN 2-2025, submitted by Baker Planning Group on behalf of 2827726 Ontario Limited and Scott Schoonderwoerd, affecting lands legally described as Part Lot 18 Concession 1 Logan Part 1, 44R6181; in the Municipality of West Perth; and That the applicant ensure access to the retained parcel to the satisfaction of the Municipality of West Perth.

That the Council of the Municipality of West Perth receives the 2025 Annual Repayment Limit Report for information.

That the Council of the Municipality of West Perth receives the Letter of Credit Request from the Department of Fisheries and Oceans for the Kennedy Branch of the Downey Drain Enclosure Report for information

That the Council of the Municipality of West Perth proceed with the Request for Drain Major Improvement to Branch ‘A’ of the Twelfth Concession Municipal Drain; and That Council, pursuant to the Drainage Act and subject to any objection from the Upper Thames River Conservation Authority appoint Brandon Widner of Spriet Associates as the Drainage Engineer on a date thirty Days from the notice to the Upper Thames River Conservation Authority, for the examination of the drainage works and to proceed with the requirements of the proposed improvement under Section 78 of the Drainage Act.

That the Council of the Municipality of West Perth proceed with the Request for Drain Major Improvement to the Meyer Municipal Drain; and That Council, pursuant to the Drainage Act and subject to any objection from the Upper Thames River Conservation Authority appoint Chris Dietrich of Dietrich Engineering Ltd. as the Drainage Engineer on a date thirty days from the notice of the Upper Thames River Conservation Authority, for the examination of the drainage works and to proceed with the requirements of the proposed improvement under section 78 of the Drainage Act.

That the Council of the Municipality of West Perth accepts the Petition received by Andy DeVries on behalf of property owner Marianne Hussel under Section 4 of the Drainage Act; and, That the Petition received by Andy DeVries on behalf of property owner Marianne Hussel be consolidated with the existing 2017 Campbell Drain petition; and That staff be directed to notify the affected landowners and appropriate agencies of the Council’s decision to proceed with the drainage works; and, That the Council of the Municipality of West Perth appoint Neal Morris of K. Smart Associates Limited. to prepare a combined Report on the Hussel and Campbell Petitions.

That the Council of the Municipality of West Perth approves the establishment of the West Perth Arena Building Condition Assessment Task Force (WPACATF); and That the Council of the Municipality of West Perth directs staff to initiate the public recruitment process for citizen members.

That the Council of the Municipality of West Perth approve the draft Tidy Yards By-law as presented. Ayes: Walter McKenzie, Dean Trentowsky, Ryan Duck, Doug Feltz, Steve Herold, and Murray Rose Nays: Diane Chessell, Alex Foster, Phillip O'Donnell, and Nicholas Vink Absent: Andrew Fournier

That the Council of the Municipality of West Perth accept the correspondence, as information.

That the Council of the Municipality of West Perth approve the request from the Mitchell Hawks JR C Hockey Club to declare the Mitchell Annual Year End Slo-Pitch Tournament held at Keterson Park on August 22nd, 2025 from 9 am to 2 am, August 23rd, 2025 from 9 am to 2 am, and August 24th, 2025 from 9 am to 2 am to be of municipal significance and/or community significance and advise the Alcohol and Gaming Commission of Ontario that it has no objection to it taking place; and That the Mitchell Hawks JR C Hockey Club coordinates the provision of private security personnel after 6 p.m. on the scheduled event dates and secures additional washroom facilities for the event dates, to the satisfaction of Community Services staff for West Perth.

That the Council of the Municipality of West Perth give first and second reading to By-law 18-2025 this 22nd day of April, 2025.

That the Council of the Municipality of West Perth give third and final reading to By-law 18-2025 this 22nd day of April, 2025.

That the Council of the Municipality of West Perth approve the request to change the lights on the Welcome Centre from April 28th to May 4th to Pink and Blue for Smile Cookie Week; and That the Council of the Municipality of West Perth approve the request to change the lights on the Welcome Centre from May 5th to May 9th to Red and Yellow for McHappy Day.

That the Council of the Municipality of West Perth proceed in Closed Session under Section 239 (2) of the Municipal Act at 9:49 p.m. to address matters related to:  Section 239 (2)(c) Personal matters about an identifiable individual, including municipal employees (HR Update)  Section 239 (2)(e) Litigation or potential litigation, including matters before administrative tribunals, affecting the municipality (Legal Matter - Mitchell Ward)

That the Council of the Municipality of West Perth approve the hiring of a part-time payroll position.

That By-law 25-2025 being a By-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a first and second time this 22nd day of April, 2025.

That By-law 25-2025 being a By-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a third time and finally passed this 22nd day of Aprill, 2025.
