Regular Council

That the Council of the Municipality of West Perth accept the agenda as presented.

That the Council of the Municipality of West Perth receives and supports the resolution from the Township of Brock regarding rideshare services; and That the Council of the Municipality of West Perth directs the Clerk to forward a copy of this resolution to MP John Nater, MPP Matthew Rae, the Minster of Transportation, the Minister for Municipal Affairs and Housing, and the Association of Municipalities of Ontario.

That the Council of the Municipality of West Perth accept Consent Items 4.2 - 4.13 for information and the minutes of the September 16, 2024 Regular Meeting be adopted.

That the Council of the Municipality of West Perth direct staff to report back at a future Council meeting regarding the closer of Poppy Lane during the holiday season.

That the Council of the Municipality of West Perth recommends that the Perth County Land Division Committee, or its designate, approve Consent Application file B35-24; and That the Council of the Municipality of West Perth forward the conditions listed in the staff report dated October 7th, 2024, to the County of Perth Land Division Committee, or it’s designate, for Consent file B35-24, affecting the property legally described as Part Lot 29, Concession 18 as in Registered Plan 44R-2452, Parts 1 & 2 subject to flood easement, in the Municipality of West Perth (2687 Road 149).

That the Council of the Municipality of West Perth approve the application submitted by 1000254896 Ontario Ltd. for the exemption of part-lot control on lands legally described as Plan 44M-88, Lot 17, Mitchell, in the Municipality of West Perth being all of PIN 53200-0419 (LT) and forward it to the County of Perth for approval; and That the approved by-law be provided to the Municipality of West Perth to be registered on title.

That the Council of the Municipality of West Perth approve the Financial Operation Control Policy A09-FIN-001.

That the Council of the Municipality of West Perth approve A09-FIN-002 Procurement Policy.

That the Council for the Municipality of West Perth direct the Clerk to include a Road Right-of-Way Sales Fee of $0.55 per sq.ft. in the Fee and Charges By-law, and; That Council direct the Clerk to review By-law 106-2011 the Land Sale and Purchase Procedure.

That the Council of the Municipality of West Perth defer the item until after receiving the Recreation, Parks, and Trails Master Plan Report.

That Council of the Municipality of West Perth direct staff to request 50% of the funds provided by the Municipality of West Perth to support the Preventing Auto Theft OPP Grant be received from the Municipality of North Perth.

That the Council of the Municipality of West Perth accept the correspondence, as information.

That the Council of the Municipality of West Perth give first and second reading to By-law 46-2024, 47-2024 as amended, 48-2024, 49-2024, and 50-2024 this 7th day of October, 2024.

That the Council of the Municipality of West Perth proceed in Closed Session at 9:18 p.m. to address matters related to:  A position, plan, procedure, criteria or instruction to be applied to negotiations by or on behalf of the municipality or local board (Contract/Agreement Updates (Sofina and Huron East), Land Acquisition - Heron Industrial Park, Gravel Pit, Public Outreach Coordinator Position/Contracted Services)

That By-law 51-2024 being a By-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a third time and finally passed this 7th day of October, 2024.

That the Council of the Municipality of West Perth adjourn the Council meeting at 10:53 p.m.
