Regular Council

That the Council of the Municipality of West Perth accept the agenda as presented.

That the Council of the Municipality of West Perth support the motion from North Perth regarding Bill 21, Fixing the Long-Term Care Amendment Act.

That the Council of Municipality of West Perth accept Consent Items 4.1 - 4.7, excluding item 4.6, for information and the minutes of the October 16, 2023 Regular Meeting be adopted.

That the Council of the Municipality of West Perth approve the agreement with Charger Crew for the installation of up to 8 Stage 2 EV Chargers utilizing up to $30,000 funds from the Parking Meter Reserve Fund; and, That Council authorizes the Mayor and the Clerk to sign and seal all necessary documents required.

That the Council for the Municipality of West Perth approve the Cost Apportioning Agreement between the Municipality of West Perth and the Upper Thames River Conservation Authority; and, That the Mayor and the Clerk be authorized to sign and seal all necessary documents.

That the Council of the Municipality West Perth Council approve Zoning By-law Amendment ZBA-08-2023 submitted by David & Jackie Wietersen affecting lands described as Lot 4 Plan 479, Logan Ward.

That the Council of the Municipality of West Perth approve the issuance of the West Perth Landfill Sites Monitoring RFP inclusive of the years 2024 to 2028.

That the Council for the Municipality of West Perth receive the 2024 General Fees and Charges By-Law Information Report.

That the Council of the Municipality of West Perth direct the Treasurer to create a new reserve, "Reserve for ERTH Dividend" with the funding source being the declared dividend by ERTH and the use of the reserve be for general purpose and; That the 2022 Dividend of $57,489 be moved from the "Reserve for Tax Stabilization" to establish the beginning balance for the "Reserve of ERTH Dividend".

That the Council of the Municipality of West Perth direct the Treasurer to provide the West Perth Transit $50,000 from the Transit Gas Tax Obligatory

That the Council of the Municipality of West Perth proceed with the Request for Drain Major Improvement to the Twelfth Concession Branch 'C' Drain; That Council, pursuant to the Drainage Act and subject to any objection from the Upper Thames River Conservation Authority, appoint R.J. Burnside & Associates Limited as Drainage Engineer on a date thirty days from the notice to the UTRCA, for the examination of the drainage works and to proceed with the requirements of the proposed improvement under section 78 of the Drainage Act .

That the Council of the Municipality of West Perth approve the multi-year Animal Control and Poundkeeper Services Agreement with the Humane Society of Kitchener Waterloo & Stratford Perth Humane Society; and, That Council authorize the Mayor and the Clerk to sign and seal all necessary documents.

That the Council of the Municipality of West Perth authorize the Mayor and the Clerk to sign and seal all necessary documents required for the Subdivision Agreement for West Perth File WP23-01 - 789274 Ontario Inc.

That the Council of the Municipality of West Perth approve the request from the Mitchell Lions Club for the Santa Claus Parade on December 1, 2023.

That the Council of the Municipality of West Perth give first and second reading to By-law 63-2023, 64-2023, 65-2023, and Z289-2023 this 6th day of November, 2023.

That the Council of the Municipality of West Perth give third and final reading to By-law 64-2023, 65-2023, and Z289-2023 this 6th day of November, 2023.

That the Council of the Municipality of West Perth proceed in Closed Session at 9:42 p.m. for the purpose of addressing a matter related to:  Labour relations or employee negotiations (Market Check).

That By-law 66-2023 being a By-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a third time and finally passed this 6th day of November, 2023.

That the Council of the Municipality of West Perth adjourn the Council meeting at 10:18 p.m.
