Regular Council

That the Council of the Municipality of West Perth accept the agenda as presented.

That the Council of Municipality of West Perth accept Consent Items 4.1 - 4.3 for information and the minutes of the July 31, 2023 Regular Meeting be adopted.

That the Council of the Municipality of West Perth approve the Draft Audited Financial Statements for 2022 as presented by Seebach & Company.

That the Council of the Municipality West Perth endorse Official Plan Amendment #204 to the County of Perth Official Plan, affecting lands described as Pt Lot 13 Con 13 Pt 1 Plan 44R3169 (3111 Perth Road 163), Fullarton Ward, Municipality of West Perth, to Perth County Council.

That the Council of the Municipality of West Perth modify and approve in principle Zoning By-law Amendment D14-14-21 submitted by Baker Planning Group on behalf of Barb and Pete Vossen affecting lands described as Pt Lot 13 Con 13 Pt 1 Plan 44R3169 (3111 Perth Road 163), Fullarton Ward, Municipality of West Perth.

That the Council of the Municipality of West Perth pass a resolution pursuant to Section 34(17) of the Planning Act stating that no further public notice is required for Zoning By-law Amendment 05-2023; and, That West Perth Council approve Zoning By-law Amendment 05-2023 submitted by Zelinka Priamo Limited on behalf of 789274 Ontario Inc. for lands described as Part Park Lot 47, Reg. Plan 339, Part 2 44R6017, Mitchell Ward, Municipality of West Perth.

That the Council of the Municipality of West Perth approve Zoning By-law Amendment 07-2023 submitted by Stonecrest Engineering on behalf of Hans & Edith Haemmerli for lands described as Pt Block B Plan 349 (60 Victoria Street), Mitchell Ward, Municipality of West Perth.

That the Council of the Municipality of West Perth approve the 2023/24 Winter Operations Plan as presented.

That the Council of the Municipality of West Perth approve the following excluded expenses from the 2023 Municipal Budget as required by the Municipal Act, 2001 , Ontario Regulation 284/09:  Amortization of tangible capital assets  Future post employment benefit expenses  Solid waste landfill closure and post closure expenses

That the Council of the Municipality of West Perth accept the Accumulated Surplus/Deficit Report 2022 as information; and, That Council direct the Treasurer to distribute the $388,597 of the General Surplus to the Reserve for Tax Stabilization (01-1000-0911).

That the Council of the Municipality of West Perth approve Policy 03-2023 the West Perth Digital Sign Policy.

That the Council of the Municipality of West Perth authorize the Mayor and the Clerk to sign and seal all necessary documents required for the sale of lands described as Part of Wimpole Street Plan 339 Mitchell, Parts 1 and 2 Plan 44R6036 as in PC208109, subject to an easement in gross over Part 1, 44R6036 as in PC208119, Municipality of West Perth, being part of PIN 53200-0452 (LT) to Mitchell Woods Inc. for $198,000.00.

That the Council of the Municipality of West Perth accept the correspondence, as information.

That the Council of the Municipality of West Perth give third and final reading to By-law 43-2023, 44-2023, Z286-2023, Z287-2023, and Z288-2023 this 21st day of August, 2023.

That the Council of the Municipality of West Perth proceed in Closed Session at 9:25 p.m. for the purpose of addressing matters related to:  Education and training of the members (West Perth Intranet System); and,  Security of the property of the municipality (Pedestrian Safety Review).

That By-law 45-2023 being a By-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a first and second time this 21st day of August, 2023.

That the Council of the Municipality of West Perth adjourn the Council meeting at 10:16 p.m.
