That the Council of the Municipality of West Perth accepts the agenda as amended, to add Item 5.7.3 External Audit Financial Services Award of Tender.

That a letter be sent to the Minister of Municipal Affairs and Housing outlining that the proposed powers under the Strong Mayors Building Homes Act are not appropriate and the province be urged to consider other ways to institute housing and other matters; and, That the letter be circulated to all Ontario municipalities.

That the Council of the Municipality of West Perth accepts Consent Items 4.1 to 4.17 for information and the minutes of the September 6, 2022 Regular Meeting be adopted.

That West Perth Council receive the report entitled “WP 22-01 Plan of Subdivision submitted by 2729988 Ontario Inc. West Mitchell Developments, Part Lot 64, All of Blocks 22 to 25, Registered Plan No. 532 and Part of Park Lots 63 and 66, Registered Plan 341, Municipality of West Perth”; and, That West Perth Council forward conditions of draft approval for “WP 22-01 Plan of Subdivision submitted by 27229988 Ontario Inc. West Mitchell Developments” to County Council for consideration at the October 6, 2022 public meeting.

That the consulting engineers be requested to review the Traffic Study calculations; and, That the concerns raised by the neighbouring properties related to traffic, noise, and pollution be considered by County Council.

That the Council of the Municipality of West Perth receive the report entitled “Consent Application File B35/22 Meinen” affecting lands described as Park Lot 46 Plan 339 (known as 22 Blanchard Street) Mitchell Ward, Municipality of West Perth; and, That Council recommends that the County of Perth Land Division Committee APPROVE Consent Application File B35/22 filed by Caroline Baker on behalf of Henry and Lori Meinen affecting lands described Park Lot 46 Plan 339 (known as 22 Blanchard Street) Mitchell Ward, Municipality of West Perth subject to the following conditions: Recommended Perth County Conditions: 1) That confirmation be received from a solicitor that the Certificate of the Official will be scanned and attached to the electronic registration of the Transfer; 2) That the Land Division Committee be provided with a description that is consistent with the application and equal to that required for registration of a deed/transfer or other conveyance of interest in land under the provision of the Registry Act or Land Titles Act (2 copies of Registered Reference Plan required and an electronic file containing the digital plotting of the description under the provision of the Registry Act or Land Titles Act, including the textual description of file format, map standards used, scale, and location information such as lot, concession and municipality in a georeferenced Autocad.dwg format). That the Council of the Municipality of West Perth approve the changes to Policy 82-2021, the Donation Policy as presented.

That the Council of the Municipality of West Perth amend the Council meeting Schedule to add a regular Council meeting on October 17, 2022 at 7:00 pm; and, That Council authorize the closure of the Municipal Office to the public on December 23, 2022 at 1:00 pm and reopen Monday, January 2, 2023

That the Council of the Municipality of West Perth direct the Clerk to use the draft policy proposed by the Heritage and Culture Committee to provide Council with a draft Land Acknowledgement Policy for review; and, That Council adopt the following recommendations provided by the Heritage and Culture Committee: 1. That the attached report regarding a First Nations Land Acknowledgement be received; and 2. That a formal invitation be extended to Chief Myeengun Henry, former Chief of Chippewa of the Thames First Nation, to attend a meeting with West Perth Council to be given the opportunity to share about Land Acknowledgements, prior to formal adoption of the Land Acknowledgement Policy; and 3. That West Perth Council endorse the Land Acknowledgement Policy, after the recommended meeting with Chief Henry, or his designate; and 4. That a formal ceremony be held, at an appropriate time, for the first official reading of the Land Acknowledgement, with an invitation to Chief Myeengun Henry, as well as to representatives from the other First Nations acknowledged in this document, to attend; and 5. Time and resources would be made available for the annual National Day for Truth and Reconciliation to provide education opportunities for our residents to learn about Truth and Reconciliation, our history, the impact of colonization on First Nations, First Nations treaties, and our neighbouring First Nations; and 6. That the Council of the Municipality of West Perth proceeds in Closed Session at 9:06 p.m. for the purpose of addressing:  Litigation or potential litigation (Water and Wastewater);  A proposed or pending acquisition or disposition of land by the municipality or local board (Georgina Street).
