That the Council of the Municipality of West Perth accepts the agenda as presented.

That the Council of Municipality of West Perth accepts Consent Items 4.1 - 4.12 for information and the minutes of the July 11, 2022 Public Meeting and minutes of the July 11, 2022 Regular Meeting be adopted.

THAT the Council of the Municipality of West Perth receive the report entitled Severance Application File B20/22, submitted by Kathleen DeBlock, Montieth Ritsma Phillips Professional Corporation on behalf of Robert and Sally Johns for lands described as Part Lot 6, Concession 12, Hibbert Ward, Municipality of West Perth; AND THAT West Perth Council recommend that the County of Perth Land Division Committee APPROVE Severance Application File B20/22, submitted by Kathleen DeBlock on behalf of Bob & Sally Johns for lands described as Part Lot 6, Concession 12 Hibbert Ward, Municipality of West Perth, subject to the following conditions: County Conditions: 1) That confirmation be received from a solicitor that the Certificate of the Official will be scanned and attached to the electronic registration of the Transfer; 2) That the Land Division Committee be provided with a description that is consistent with the application and equal to that required for registration of a deed/transfer or other conveyance of interest in land under the provision of the Registry Act or Land Titles Act (2 copies of Registered Reference Plan required and an electronic file containing the digital plotting of the description under the provision of the Registry Act or Land Titles Act, including the textual description of file format, map standards used, scale, and location information such as lot, concession and municipality in a georeferenced Autocad.dwg format). That the Council of the Municipality of West Perth approves the award of West Perth Tender 11-2022 - Keterson Park Pavilion to DOMM Construction in the amount of $1,386,950.00 plus HST and the Mayor and Clerk be authorized to sign and seal all necessary documents. Ayes: Walter McKenzie, Doug Eidt, Cheri Bell, Steve Herold, Cheryl Matheson, Annamarie Murray, Murray Rose, Mike Tam, Nicholas Vink, and Ryan Duck Nays: Dean Trentowsky

That the Council of the Municipality of West Perth approve the Memorandum by Hemson Consulting Ltd., dated July 19th, 2022, to be included as part of the 2019 Asset Management Plan and to be posted on the municipal website.

That the Council of the Municipality of West Perth approves the following excluded expenses from the 2022 municipal budget as required by the Municipal Act, 2001, Ontario Regulation 284/09: • Amortization of tangible capital assets • Future post-employment benefit expenses • Solid waste landfill closure and post-closure expenses

That the Council of the Municipality of West Perth accepts the West Perth Budget to Actuals as of June 30, 2022 Report as information.

That the Council of the Municipality of West Perth accepts the Petition received by property owner John Kolkman under Section 4 of the Drainage Act; and, That the Council of the Municipality of West Perth appoints Brandon Widener of Spriet Associates to prepare a Report on the Petition.

That the Council of the Municipality of West Perth accepts the Cemetery By-laws Update Report as information.

That Council direct staff to bring back more information regarding burial dates and the number of caskets allowed per plot

That Council of the Municipality of West Perth direct the Mayor and Clerk to sign and seal all necessary documents to implement the ICIP Green Project for improvements to the Mitchell drinking water system distribution centre at 132 St. George Street, Mitchell.

That the Council of the Municipality of West Perth authorize the Mayor and Clerk to sign and seal an amending agreement between the Province of Ontario and the Municipality of West Perth for the provision of police services that will extend the current agreement until December 31, 2024

That the Council of the Municipality of West Perth accept the offer from the Municipality of North Perth to provide certain Fire Services to a defined area of West Perth in the Monkton area with the provisions noted in the attached agreement, and that the Mayor and Clerk be authorized to sign and seal the Fire Services Agreement with North Perth.

That the Council of the Municipality of West Perth approve the request from the Mitchell Lions Club for the one-way request on Blanchard Street on August 06, 2022 and direct staff to provide the appropriate barriers and signage.

That the Council of the Municipality of West Perth accepts the reports from Councillors, as information.

That the Council of the Municipality of West Perth gives first, second and third and final reading to By-laws 51-2022 and 52-2022 this 2nd day of August, 2022

That the Council of the Municipality of West Perth direct staff to advertise the creation of a committee to organize Homecoming in 2024 to recognize the 150 years anniversary of the now ward of Mitchell and also the 26th birthday and anniversary of West Perth and; That Council direct staff to report back to Council with a draft terms of reference.

That the Council of the Municipality of West Perth proceeds in Closed Session at 9:00 p.m. for the purpose of addressing: • Personal matters about an identifiable individual

That the Council of the Municipality of West Perth approve the allocation of up to $15,000 from the Health Reserve for a Health and Safety Gap Analysis Project and related training to be completed in 2022.

That By-law 53-2022 being a By-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a first, second and third time, and finally passed this 02nd day of August, 2022.

That the Council of the Municipality of West Perth adjourn the Council meeting at 9:23 p.m.
