Regular Council

That the Council of the Municipality of West Perth accepts the agenda as presented.

That the Council of Municipality of West Perth accepts Consent Items 4.1 - 4.9 for information and the minutes of the September 21, 2021 Regular Council Meeting be adopted.

That the Council of the Municipality of West Perth defers the adoption of the Greenhouse Gas Reduction Plan until additional information is provided.

That the Council of the Municipality of West Perth receives the July / August 2021 West Perth Fire Department Activity Report for information.

That the Council of the Municipality of West Perth receives the Fire Dispatch Services Update Report, for information.

That the Council of the Municipality of West Perth receives the report from the West Perth Public Library Board meeting held September 28, 2021, for information.

That the Council of the Municipality of West Perth accept the Modernization Grant Report dated October 4, 2021 for information; and, That the Council of the Municipality of West Perth allocate Municipal Modernization Funds (GL 01-1000-0805) in the amount of $190,000 towards the 2021 Design and Project Development (01-1200-8005) for the New Administration Building and that $34,833.96 be allocated towards the 2021 Arena Siding and Insulation project (GL 01-7000-8020); and, That the Council of the Municipality of West Perth direct staff to apply for Municipal Modernization Program Intake 3 for the following projects:  Telephone Upgrades;  Additional Server;  Intranet;  Digital Sign;  Workflow Projects;  Cemetery Software;  Recreation Software.

That the Council of the Municipality of West Perth receives the August Budget to Actual Questions report for information.

That the Council of the Municipality of West Perth authorizes the use of $4,000.00 from the Computer Hardware Reserve (01-1200-0820) for the purchase of six (6) iPads with cases, and; That the Council of the Municipality of West Perth directs Administration to consolidate Elections Reserve 01-1100-0800 and Election Reserve 01-1200-0830 into Election Reserve Account 01-1100-0800.

That the Council of the Municipality of West Perth accepts farmland rental tender submitted by Paul and Erin Mitchell in the amount of $380.00/acre (2022), $380.00/acre (2023) and $380.00 (2024), subject to confirmation of required insurance.

That the Council of the Municipality of West Perth approves a request from the Mitchell Lions Club to host the Annual Santa Claus Parade on December 3, 2021 beginning at 7:00 p.m.

That the Council of the Municipality of West Perth approves the request from Mitchell Business Improvement Area to pursue an expression of interest/tender from other greenhouses to decorate the planters and hanging baskets in Mitchell Downtown.

That the Council of the Municipality of West Perth accepts the reports from staff and Councillors as presented; and further that all committee minutes and correspondence not specifically dealt with by resolution be received and filed.

That the Council of the Municipality of West Perth gives first, second and third and final reading to By-law 73-2021, this 4th day of October, 2021, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto.

That the Council of the Municipality of West Perth directs staff to prepare a Covid-19 Vaccination Policy which addresses Staff, Council, Volunteers and Contractors, and; That the Policy be brought to a future Council meeting for Council’s consideration.

That By-law 74-2021, being a By-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a first, second and third time, and finally passed and that the said By-law be signed by the Mayor and the Clerk and sealed with the seal of the Corporation.

That the Council of the Municipality of West Perth adjourn the Council meeting at 9:11 p.m.
