Regular Council

That the Council of the Municipality of West Perth accept the agenda as presented.

That the Council of Municipality of West Perth accept Consent Items 4.1 - 4.2 for information and the minutes of the July 19, 2021 Regular Meeting be adopted.

That West Perth Council adjourn at 7:47 p.m. for the purpose of a Public Meeting pursuant to Section 34 of the Planning Act.

That the Council of the Municipality of West Perth receive the report entitled Applications for Consent to Sever (Nos. B23/21; B24/21) by MTE OLS Ltd. (c/o Trevor McNeil) on behalf of Ross and Jean Anderson affecting lands described as Part of Park Lot 17, Plan 339, Part 1 on 44R-3369, Mitchell Ward, Municipality of West Perth (186 Napier Street; Mitchell) dated July 26, 2021 prepared by the Planner, for information; and, That Council recommends that the County of Perth Land Division Committee APPROVE the Applications for Consent to Sever (Nos. B23/21; B24/21) for lands described as Part of Park Lot 17, Plan 339, Part 1 on 44R-3369, Mitchell Ward, Municipality of West Perth (186 Napier Street; Mitchell), subject to the following conditions for each application: County Conditions: 1) That confirmation be received from a solicitor that the Certificate of the Official will be scanned and attached to the electronic registration of the Transfer; 2) That the Land Division Committee be provided with a description that is consistent with the application and equal to that required for registration of a deed/transfer or other conveyance of interest in land under the provision of the Registry Act or Land Titles Act (2 copies of Registered Reference Plan required and an electronic file containing the digital plotting of the description under the provision of the Registry Act or Land Titles Act, including the textual description of file format, map standards used, scale, and location info

That the Council for the Municipality of West Perth receive the Establishing & Regulating Bylaw Revision – Animals in Distress report for information; and, That Council amends Bylaw 6-1999 to include rescuing animals in distress from vehicles to the list of authorized fire department services.

That the Council of the Municipality of West Perth accepts the Operations Manager's Report dated July 26, 2021, as information.

That the Council of the Municipality of West Perth award the Cold Planning and Paving Ontario Road (Hwy. 8) Connecting Link tender to Coco Paving in the amount of $450,302.06 including HST.

That the Council of the Municipality of West Perth award the Consulting Services - Keterson Park Pavilion tender to Nelson Dawley, P. Eng for the stipulated price of $48,000 + HST.

That the Council of the Municipality of West Perth award the West Perth Community Centre Roof and Siding Project contract to T. Hamilton & Son Roofing INC. with an upset limit of $545,000 with $450,000 coming from the 2021 Capital budget, $3,621.39 coming from the Working Capital - Arena Reserve and the remaining amount of up to $91,378.61 coming from the reserve fund - Arena; and That the Mayor and Clerk be authorized to sign the documents necessary to contract the work and implement the project.

That the Council of the Municipality of West accept the By-law Complaints and Parking Summary Report dated July 26, 2021 as information.

That the Council of the Municipality of West Perth gives first, second and third and final reading to Zoning By-laws Z254-2021 and Z251-2021, and By-law 58-2021 this 26th day of July, 2021, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto.

That the Council of the Municipality of West Perth direct staff to bring forward a report on Council Composition and Ward Boundary Review within the first eight (8) months following the 2022 Municipal General Election.

That By-law 59-2021 being a by-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a first, second and third time, and finally passed and that the said By-law be signed by the Mayor and the Clerk and sealed with the seal of the Corporation.

That the Council of the Municipality of West Perth adjourn the Council meeting at 8:56 p.m.
