Regular Council

That the Council of the Municipality of West Perth accept the agenda as presented.

That the Council of Municipality of West Perth accept Consent Items 4.1 - 4.9 for information and the minutes of the April 19, 2021 Regular Meeting be adopted.

That West Perth Council adjourn at 7:04 p.m. for the purpose of the Court of Revision.

That the Council of the Municipality of West Perth APPROVE Site Plan Application WP SPA 2021-01 submitted by IBI Group (c/o John Ariens, MCIP RPP on behalf of The Andersons Canada Limited for property described as Part of Lot 1, Concession 1, Hibbert Ward, Municipality of West Perth (3964 Road 168); and, That the Council of the Municipality of West Perth proceed with the adoption of the By-law authorizing the Mayor and Deputy Clerk to enter into a new Site Plan Agreement and have it registered on the title of the subject property at a future date.

That the Council of the Municipality of West Perth receive the report entitled Application for Consent to Sever (No. B07/21) by Rob Boersen on behalf of Da-Ro Farms Ltd. affecting lands described as Lot 5, Concession 3, Fullarton Ward, Municipality of West Perth (5185 Line 32) dated May 3, 2021 prepared by the County Planner, for information; and, That Council recommends that the County of Perth Land Division Committee APPROVE the Application for Consent to Sever (No. B07/21) for lands described as Lot 5, Concession 3, Fullarton Ward, Municipality of West Perth (5185 Line 32), subject to the following conditions: County Conditions: 1. That confirmation be received from a solicitor that the Certificate of the Official will be scanned and attached to the electronic registration of the Transfer; 2. That the Land Division Committee be provided with a description that is consistent with the application and equal to that required for registration of a deed/transfer or other conveyance of interest in land under the provision of the Registry Act or Land Titles Act (2 copies of Registered Reference Plan required and an electronic file containing the digital plotting of the description under the provision of the Registry Act or Land Titles Act, including the textual description of file format, map standards used, scale, and location information such as lot, concession and municipality in a georeferenced Autocad.dwg format). Alternatively, the Committee be provided with an Order pursuan

That t he Council of the Municipality of West Perth let tenders for “Connecting Link – Ontario Road Resurfacing” for 2021; and, That the Council of the Municipality of West Perth award contract “Nelson Street (Phase 3) Reconstruction” to R. Russell Construction in the amount of $1,785,321.47 including HST.

That the Council of the Municipality of West Perth award contract “Nelson Street (Phase 3) Reconstruction” to R. Russell Construction in the amount of $1,785,321.47 including HST.

That the Council of the Municipality of West Perth award the construction of the Tyndall Municipal Drain Extension Branch C Improvement 2019 to Robinson Farm Drainage in the amount of $148,352.00 plus HST.

That Council for the Municipality of West Perth be represented by Councillor Cheri Bell at the June 8, 2021 Townhall session for Western Ontario Municipalities on the Municipal Code of Conduct Consultation. Minor improvements to this road will be considered next year.

That the Council of the Municipality of West Perth accepts the reports from staff and Councillors as presented; and further that all committee minutes and correspondence not specifically dealt with by resolution be received and filed.

That the Council of the Municipality of West Perth gives first, second and third and final reading to By-law 34-2021, 35-2021, 36-2021 this 3rd day of May, 2021, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto.

That the Council of the Municipality of West Perth proceeds in Closed Session at 8:10 p.m. for the purpose of addressing:  a trade secret or scientific, technical, commercial or financial information that belongs to the municipality or local board and has monetary value or potential monetary value;  a proposed or pending acquisition or disposal of land by the Corporation;  advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

That By-law 37-2021 being a by-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a first, second and third time, and finally passed and that the said By-law be signed by the Mayor and the Clerk and sealed with the seal of the Corporation.

That the Council of the Municipality of West Perth adjourn the Council meeting at 8:49 p.m.
