Regular Council

That the Council of the Municipality of West Perth accept the agenda as presented.

That the Council of the Municipality of West Perth accept Consent Items 4.1 - 4.16 for information with the exception of 4.13 to be dealt with separately and the minutes of the March 1, 2021 Regular Meeting be adopted.

That the Council of the Municipality of West Perth support the resolution of the Township of Howick to request that the Ministry of Agriculture, Food and Rural Affairs amend the Tile Drainage Installation Act and/or the regulations under the Act that would require tile drainage contractors file farm tile drainage installation plans with the local municipality.

That West Perth Council adjourn at 7:36 p.m. for the purpose of a Public Meeting pursuant to Section 34 of the Planning Act.

That the Council of the Municipality of West Perth receive the report entitled Application for Consent to Sever (No. B62/20) by Bevin & Shelley Kinsman affecting lands described as Lot 28 and Pt. Lot 29, Concession 11, Hibbert Ward, Municipality of West Perth (7529 Line 21) dated Monday, March 15, 2021 prepared by the County Planner, for information; and That Council recommends that the County of Perth Land Division Committee APPROVE the Application for Consent to Sever (No. B62/20) by Bevin & Shelley Kinsman for property described as Lot 28 and Pt. Lot 29, Concession 11, Hibbert Ward, Municipality of West Perth (7529 Line 21) subject to the following conditions: Standard County conditions: 1) That confirmation be received from a solicitor that the Certificate of the Official will be scanned and attached to the electronic registration of the Transfer; 2) That the County be provided with a description that is consistent with the application and equal to that required for registration of a deed/transfer or other conveyance of interest in land under the provision of the Registry Act or Land Titles Act (2 copies of Registered Reference Plan required and an electronic file containing the digital plotting of the description under the provision of the Registry Act or Land Titles Act, including the textual description of file format, map standards used, scale, and location information such as lot, concession and municipality in a georeferenced Autocad.dwg format). That the Council of the Municipality of West Perth let tenders for Nelson Street Reconstruction Phase 3 for 2021; and That the Council of the Municipality of West Perth direct staff to proceed with an additional 6 km’s of paving on Line 53 from Road 164 to Road 150 with Brantco Construction; and That Council authorizes staff to increase the original tendered price of tender 2021-031-022 by $500,000 to permit the added construction works.

That the Council of the Municipality of West Perth directs staff to retain BM Ross and Associates Ltd. to assess and provide report outlining the estimated costs per each household associated with potential sewer system expansion on Fisher Street.

That the Council of the Municipality of West Perth approve the location and plan for the Optimist Club Phase 2 & 3 project.

That the Council for the Municipality of West Perth direct the CAO to inform Perth East that West Perth is interested in continuing with the shared services agreement; and That the CAO be directed to review the terms of the agreement with Perth East and report back to Council on the terms of a new agreement or extension.

That the Council of the Municipality of West Perth accept the 2020 Annual Wastewater Report.

That the Council of the Municipality of West Perth accepts the reports from staff and Councillors as presented; and further that all committee minutes and correspondence not specifically dealt with by resolution be received and filed.

That the Council of the Municipality of West Perth gives first, second and third and final reading to By-law Z239-2020 this 15 day of March, 2021, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto.

That the Council of the Municipality of West Perth proceeds in Closed Session at 8:44 p.m. for the purpose of addressing:  a p ersonal matters about an identifiable individual, including municipal or local board employees;  a proposed or pending acquisition or disposal of land by the Corporation.

That By-law 19-2021 being a by-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a first, second and third time, and finally passed and that the said By-law be signed by the Mayor and the Clerk and sealed with the seal of the Corporation.

That the Council of the Municipality of West Perth adjourn the Council meeting at 9:51 p.m.
