Regular Council

That the Council of the Municipality of West Perth accept the agenda as presented.

That the Council of Municipality of West Perth accept Consent Items 4.1 - 4.9 for information and the minutes of the November 2, 2020 Public meeting, November 2nd, 2020 Perth County Public Meeting and the November 2nd, 2020 Regular Meeting be adopted.

That the Council of the Municipality of West Perth receive the report entitled Application for Consent to Sever (No. B43/20) by Eugene and Darlene Elliott affecting lands described as Part Lot 8, Concession 7, Logan Ward, West 1/2; Municipality of West Perth (5700 Line 42) dated November 16, 2020 prepared by the Consulting Planner on behalf of the County of Perth, for information; and That the Council of the Municipality of West Perth recommends that the County of Perth Land Division Committee APPROVE the Application for Consent to Sever (No. B43/20) by Eugene and Darlene Elliott affecting lands described as Part Lot 8, Concession 7, Logan Ward, West 1/2; Municipality of West Perth (5700 Line 42), subject to the following conditions: 1. That confirmation be received from a solicitor that the Certificate of the Official will be scanned and attached to the electronic registration of the Transfer; 2. That the County be provided with a description that is consistent with the application and equal to that required for registration of a deed/transfer or other conveyance of interest in land under the provision of the Registry Act or Land Titles Act (2 copies of Registered Reference Plan required and an electronic file containing the digital plotting of the description under the provision of the Registry Act or Land Titles Act, including the textual description of file format, map standards used, scale, and location information such as lot, concession and municipality in a georeferen

That the Council of the Municipality of West Perth approves to amend Site Plan Agreement By-law 60-2007 with Bradley and Melinda Brace for lands described as Con 1 Pt Lot 19 Logan Now in Mitchell as RP 44R685 Part 6, 145 West St. North.

That West Perth Council receive the report titled "Asset Management Plan," dated November 16, 2020; and That West Perth Council approve the Asset Management Plan as presented and prepared by Hemson Consulting to meet legislated requirements under O.Reg 588/17.

That West Perth Council receive the report titled "Safe Restart Funding," dated November 16, 2020; and That West Perth Council authorize Staff to transfer any Stage 1 surplus to reserve for use in offsetting delayed financial impacts of COVID-19 into 2021.

That West Perth Council receive the report titled "Acceptance of Credit Cards," dated November 16, 2020; and That West Perth Council direct the Treasurer to proceed with the acceptance of credit cards at the Arena, Town Hall and Landfill for payment purposes; and That West Perth Council authorize no transaction fees for amount of $250 or less and a 2% transaction fee for amounts greater than $250 across all Municipal Facilities.

That the Council of the Municipality of West Perth receives the report re: Education & Training for Council and Local Board Members - Code of Conduct and Conflict of Interest Act; and That the Clerk be directed to schedule training for both West Perth Council and Boards.

That the Council of the Municipality of West Perth enact and pass Deeming By-Law 71-2020, to deem Lots 4,5,6,7,8,9 and 10 on Registered Plan No. 477, located on Wimpole Street North, Mitchell Ward, Municipality of West Perth, to create a single parcel which is going to subsequently be made into development parcels through the consent process.

That Council for the Municipality of West Perth APPROVE the Zoning By-law Amendment Z241-2020 put forward by 789274 Ontario Inc., c/o B & S Construction affecting the lands described as Lots 1-71, Plan 44M-73, Mitchell Ward, for reasons set out in this Report.

That the Council of the Municipality of West Perth accepts the reports from staff and Councillors as presented; and further that all committee minutes and correspondence not specifically dealt with by resolution be received and filed.

That the Council of the Municipality of West Perth gives first, second and third and final reading to By-law Z241-2020, 71-2020, 72-2020, and 73-2020 this 16th day of November, 2020, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto.

That the Council of the Municipality of West Perth proceeds in Closed Session at 7:55 p.m. for the purpose of:  A proposed or pending acquisition or disposal of land by the Corporation.

That By-law 74-2020 being a by-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a first, second and third time, and finally passed and that the said By-law be signed by the Mayor and the Clerk and sealed with the seal of the Corporation.

That the Council of the Municipality of West Perth adjourn the Council meeting at 8:12 p.m.
