Regular Council

That the Council of the Municipality of West Perth accept the agenda as presented.

That the Council of Municipality of West Perth accept Consent Items 4.1 - 4.4 for information and the minutes of the August 24, 2020 Regular Meeting be adopted.

That the Council of the Municipality of West Perth accept the report from K. Smart Associates Limited dated July 31, 2020 for the Hagarty Drain Branch 3 - 2020; and That the Court of Revision be set for Monday, October 5, 2020 and tender be let.

That West Perth Council Adjourn at 7:14 p.m. for the Court of Revision.

That the Council of the Municipality of West Perth accept the report from R.J. Burnside & Associates Limited dated August, 2020 for the Drains Wiles Main Drain and Anderson Branch Improvement 2019; and That the Court of Revision be set for Monday, October 5, 2020 and tender be let.

That the Council of the Municipality of West Perth accept the report from R.J. Burnside & Associates Limited dated June, 2020 for the Drains Wassman Municipal Drain Improvement 2019; and That the Court of Revision be set for Monday, October 5, 2020 and tender be let.

That West Perth Council adjourn at 7:39 p.m. for the purpose of a Public Meeting pursuant to Section 34 of the Planning Act.

That the Council of the Municipality of West Perth accepts the 2020/21 Winter Operations Plan as presented; and That the Council of the Municipality of West Perth authorizes entering into an agreement with Owen Sound Highway Maintenance Limited for winter maintenance services within the connecting link, on Highways 8 and 23, Mitchell Ward, Municipality of West Perth for the 2020/21 season, for $23,383.66 plus HST; and That the Council of the Municipality of West Perth applies to the MTO Connecting Links Program Intake # 6 grant for the Resurfacing of Ontario Road as its priority.

That West Perth Council award the Community Centre Standby Generator Tender to Unitec Electrical Contracting Inc. for the CSA 282-15 Compliant Generator in the Amount of $70,500.00 excluding HST.

That the Council of the Municipality of West Perth appoint R.J. Burnside & Associates Ltd. under Section 78 of the Drainage Act for a request for improvements to the North Branch of Schellenburger Drain – for property located at Pt Lot 4, Concession 2, Fullarton Ward.

That the Council of the Municipality of West Perth declares the lands known as:  Park Lot 65, Plan 341, designated as Part 1 and 2 of Reference Plan 44R-4520, PIN 53200-072 and 53200-0073 (LT) known as West Perth Property in West Mitchell; and  Portion of Part of Lot 15 and Part of Lot 16, West Mitchell Road Concession, Part of PIN 53223-0019, known as Road Allowance – Extension of Road 163A (north); and  Parts 1,2, and 3, Pt of East Street, Plan 341, Part of PIN 53197-0154 (LT) known as portion of Water Street North from Ontario Road to Whirl Creek to be surplus to the needs of the Municipality of West Perth; and That Council hereby directs the Clerk to prepare the necessary by-law for Council consideration at the next regular meeting of Council; and That Council hereby directs the Clerk to initiate the process and prepare the notice to declare the lands surplus and stop up and close the unused portion of the extension of Road 163A lands and unused portion of lands known as Water Street North, South of Ontario Road lands; and That staff be and are hereby authorized to proceed with the sale of said lands in accordance with the Municipality of West Perth Procedures for the Land Sale & Purchase Procedure By-law pending the successful completion of the ‘stopping up and closing’ of the noted unopened road allowances as outlined in this report.

That the Council of the Municipality of West Perth accepts the reports from staff and Councillors as presented; and further that all committee minutes and correspondence not specifically dealt with by resolution be received and filed.

That the Council of the Municipality of West Perth gives first, second reading to By-law 55-2020, this 8th day of September, 2020, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto.

That the Council of the Municipality of West Perth gives first, second reading to By-law 56-2020, this 8th day of September, 2020, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto.

That the Council of the Municipality of West Perth gives first, second reading to By-law 57-2020 this 8th day of September, 2020, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto.

That the Council of the Municipality of West Perth gives first, second and third and final reading to By-law 58-2020 this 8th day of September, 2020, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto.

That the Council of the Municipality of West Perth gives first, second reading to By-law Z237-2020 this 8th day of September, 2020, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto.

That By-law 59-2020 being a by-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a first, second and third time, and finally passed and that the said By-law be signed by the Mayor and the Clerk and sealed with the seal of the Corporation.

That the Council of the Municipality of West Perth adjourn the Council meeting at 8:40 p.m.
