Regular Council

That the Council of the Municipality of West Perth accept the agenda as amended.

That the Council of Municipality of West Perth accept Consent Items 4.1 - 4.9 for information and the minutes of the May 4, 2020 Regular Meeting be adopted.

That Council for the Municipality of West Perth approve the Site Plan Application D11-2019-07 put forward by Ritz Lutheran Villa, affecting the lands described as Part of Lot 16, Concession 2, Mitchell Ward, for reasons set out in this Report; and That Council proceed with the adoption of By-law 42-2020 authorizing the Mayor and Clerk to sign a Site Plan Agreement with Ritz Lutheran Villa.

That Council of the Municipality of West Perth award contract PW2020-03 "Motor Grader" to Toromont CAT in the amount of $429,150.00 excluding HST.

That Council of the Municipality of West Perth award contract PW2020-04 "Supply One (1) 14,000 GVWR Cab and Chassis Truck" to Reliable Ford in the amount of $43,469.97 including HST.

That Council of the Municipality of West Perth award contract PW2020-05 "Supply One (1) 1/2 ton Pickup Truck" to Oxford Dodge in the amount of $40,920.69 including HST.

That Council of the Municipality of West Perth award contract "Toronto & Eleanor Street Reconstruction and Napier Street Repaving" to R.Russell Construction in the amount of $1,370,868.65 including HST.

That the Council of the Municipality of West direct staff to let tender for the St. George Street Resurfacing project.

That the Council of the Municipality of West Perth directs staff to apply for a grant opportunity from the Federation of Canadian Municipalities’ Municipal Asset Management Program to advance our roads and sidewalk asset management program committing up to $11,257 from its budget toward the costs of this initiative.

That West Perth Council receive the report titled "2020 Budget Update," dated May 18, 2020; and That West Perth Council authorize the addition of Napier St. resurfacing to the 2020 Capital Budget.

That the Municipality of West Perth Council approves the following Agreements of Drainage Re-Apportionment for revisions to drainage assessment schedules: Agreement with Freddie and Faye Glauser regarding re-apportionment of Mogk Municipal Drain 1974 and Northwest Municipal Drain 1998 for lands known as Part of Lot 26, Concession 7, Logan Ward, Municipality of West Perth. Agreement with 1697677 Ontario Limited, 1697678 Ontario Limited and 1697679 Ontario Limited regarding re-apportionment of Elliot Drain 1968 and Elliot Municipal Drain 2011 - Main Drain for lands known as Lot 21, Concession 2, Logan Ward, Municipality of West Perth. Agreement with 2063959 Ontario Inc regarding re-apportionment of Northwest Municipal Drain 1998, Northeast Municipal Drain 1989 and Hunt Municipal Drain (Main Drain), 1981 for lands known as Part of Lot 10, Concession 6, Logan Ward, Municipality of West Perth. Agreement with Eckert Acres Ltd and Eckert Farms Ltd regarding re-apportionment of Apel Municipal Drain 1969 for lands known as Part of Lot 17, Concession 5, Fullarton Ward, Municipality of West Perth.

That the Council of the Municipality of West Perth accepts the reports from staff and Councillors as presented; and further that all committee minutes and correspondence not specifically dealt with by resolution be received and filed.

That the Council of the Municipality of West Perth gives first, second and third and final reading to By-law 41-2020, 42-2020 this 19 day of May, 2020, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto.

That By-law 43-2020 being a by-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a first, second and third time, and finally passed and that the said By-law be signed by the Mayor and the Clerk and sealed with the seal of the Corporation.

That the Council of the Municipality of West Perth adjourn the Council meeting at 7:49 p.m.
