Regular Council

That the Council of the Municipality of West Perth accept the agenda as amended.

That the Council of the Municipality of West Perth amends the order of the agenda to accommodate those in attendance.

That the Council of the Municipality of West Perth accept the report from Dietrich Engineering Limited dated January 30, 2020 for the 'A' Drain of the Bode Municipal Drain 2020; and That the Court of Revision be set for Monday, March 16, 2020 and tender be let.

That the Council of the Municipality of West Perth receive the report entitled Application for Consent to Sever (No. B67/19) by Giorgio Silvestrin affecting lands described as Part of Lot 6, Registered Plan No. 386, Mitchell Ward, Municipality of West Perth (196 Wellington Street) dated February 18, 2020 prepared by the County Planner, for information; and That Council recommends that the County of Perth Land Division Committee approve the Application for Consent to Sever (No. B67/19) by Giorgio Silvestrin for property described as Part of Lot 6, Registered Plan No. 386, Mitchell Ward, Municipality of West Perth (196 Wellington Street) subject to the following conditions: 1) That confirmation be received from the Municipality of West Perth that all taxes have been paid in full; 2) That confirmation be received from the Municipality of West Perth that all financial requirements have been met (if any); 3) That confirmation be received from the Municipality of West Perth that the existing accessory structure has been removed; and 4) That a solicitor’s undertaking shall be received by the County of Perth Land Division Committee which shall be to the effect that the severed parcel be added as a lot addition to the abutting parcel described as Part Lot 6, Plan 386, Mitchell Ward, Municipality of West Perth (200 Wellington Street), currently owed by Giorgio Silvestrin (with applicable conditions concerning deeding in the same name, application of Section 50(3) or (5) of the Planning

That the Council of the Municipality of West Perth support Sunday Gun Hunting within the Municipality of West Perth; and That the Ministry of Natural Resources and Forestry be advised of this decision and request that the Ministry make amendments under Regulation 663/98 to permit Sunday Gun Hunting in the Municipality of West Perth and include the Municipality of West Perth in the list of municipalities that authorizes Sunday Gun Hunting in Ontario.

That the Council of Municipality of West Perth accept Consent Items 4.1 - 4.12 for information; and item 4.10 be dealt with separately for information and the minutes of the February 3, 2020 Regular Meeting and the February 10, 2020 Special Meeting be adopted.

That the Council of the Corporation of the Municipality of West Perth receive correspondence, dated February 17, 2020, from Perth County Federation of Agriculture requesting support for Bill 156, Security from Trespass and Protecting Food Safety Act; and That the Council of the Municipality of West Perth show support for Bill 156 by sending a letter of support to Ontario’s Minister of Agriculture, Food and Rural Affairs, the Honourable Ernie Hardeman, the Honourable Doug Ford, Premier of Ontario, the Honourable Sylvia Jones, Solicitor General, the Honourable Doug Downey, Attorney General of Ontario. and Randy Pettapiece, MPP; and That a copy of this motion be sent to the Perth County Federation of Ontario, Ontario Federation of Agriculture, Mitchell and District Agricultural Society, and municipalities within Perth County.

That the Council of the Municipality of West Perth endorses the Corporate Strategic Plan as amended; and That a by-law be brought forward to a future meeting for adoption.

That Council for the Municipality of West Perth authorize staff to proceed with letting the tender for the new West Perth Tennis Courts.

That West Perth Council direct staff to proceed with the needed repairs at the Dublin Hall to conform with the Ontario Fire Code 9.2.2.4; and That West Perth Council approve the use of hall and office repair reserve to fund the expenses incurred for the repairs to Dublin Hall; and That staff work with rental groups to locate alternate locations for the rentals at the Mitchell Friendship Centre; and That staff be directed to review options for future use of the Friendship Centre and report back to Council.

That the Council of the Municipality of West Perth accepts the reports from staff and Councillors as presented; and further that all committee minutes and correspondence not specifically dealt with by resolution be received and filed.

That the Council of the Municipality of West Perth gives first, second and third and final reading to By-law 19-2020, 20-2020, 21-2020 and first and second reading to 22-2020 this 18 day of February, 2020, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto.

That By-law 23-2020 being a by-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a first, second and third time, and finally passed and that the said By-law be signed by the Mayor and the Clerk and sealed with the seal of the Corporation.

That the Council of the Municipality of West Perth adjourn the Council meeting at 8:54 p.m.
