That the Council of the Municipality of West Perth accept the agenda as amended.

That the Council of Municipality of West Perth accept Consent Items 4.1 - 4.8 for information and the minutes of the November 18, 2019 Special Council Meeting and the minutes of the November 18, 2019 Regular Meeting be adopted.

That West Perth Council adjourn at 7:02 p.m. for the purpose of a Public Meeting pursuant to Section 21 and Section 34 of the Planning Act.

That the Council of the Municipality of West Perth receive the report entitled Application for Consent to Sever (No. B63/19) by 1697677 Ontario Ltd., 1697678 Ontario Ltd., and 1697679 Ontario Ltd. affecting lands described as Lot 21, Concession 2, Logan Ward, Municipality of West Perth (4178 Road 168) dated December 2, 2019 prepared by the County Planner, for information; and That the Council of the Municipality of West Perth recommend to the County of Perth Land Division Committee that the Application for Consent to Sever (No. B63/19) by 1697677 Ontario Ltd., 1697678 Ontario Ltd., and 1697679 Ontario Ltd. for property described as Lot 21, Concession 2, Logan Ward, Municipality of West Perth (4178 Road 168) be APPROVED, subject to the following conditions: 1) That confirmation be received from the Municipality of West Perth that all financial requirements have been met (if any); and 2) That confirmation be received from the Municipality of West Perth that all taxes have been paid in full; and 3) That confirmation be received from the Municipality of West Perth that the apportionment schedule for municipal drains in this area be reviewed, and updated (if necessary) to the satisfaction of the Municipality of West Perth in accordance with Section 65.1 of the Drainage Act R.S.O. to show that the applicant will be responsible for all costs associated with this re-apportionment; and 4) That confirmation be received from the Municipality of West Perth that an amendment to the Munici

That the Council of the Municipality of West Perth receive the report entitled Application for Consent to Sever (No. B69/19) by 1111971 Ontario Ltd. affecting lands described as Lot 19 and 20, Concession 8, Logan Ward, Municipality of West Perth (6331 Line 44) dated Monday, December 2, 2019 prepared by the County Planner, for information; and That Council recommends that the County of Perth Land Division Committee APPROVE the Application for Consent to Sever (No. B69/19) by 1111971 Ontario Ltd. for property described as Lot 19 and 20, Concession 8, Logan Ward, Municipality of West Perth (6331 Line 44) subject to the following conditions: 1) That confirmation be received from the Municipality of West Perth that all taxes have been paid in full; and 2) That confirmation be received from the Municipality of West Perth that all financial requirements have been met (if any); and 3) That confirmation be received from the Municipality of West Perth that the apportionment schedule for municipal drains in this area be reviewed, and updated (if necessary) to the satisfaction of the Municipality of West Perth in accordance with Section 65.1 of the Drainage Act R.S.O. and that the owner will be responsible for all costs associated with this re-apportionment.

That the Council of the Municipality of West Perth receives the report re: Community Safety and Well-Being Plan Update; and That Council approve the partnership between the City of Stratford, Town of St. Marys, Municipality of North Perth, Township of Perth East, and the Township of Perth South for the development of a joint Community Safety and Well-Being Plan; and That the Municipality’s equal-portion of the cost for the joint Community Safety and Well-Being Plan be funded from the Municipality's municipal modernization and efficiency funding; and That the CAOs, or their respective delegates of the participating municipalities, be authorized to make joint recommendations on the composition of the Advisory Committee to their respective council; and That CAOs, or their respective delegates of the participating municipalities be authorized to provide direction through consensus, to the consultant as needed.

That the Council of the Municipality of West Perth receives the report re: Main Street Revitalization Funding Festive Seasonal Decorations; and That Council direct staff to utilize the Main Street Revitalization Funding to purchase the replacement of festive seasonal decorations for the downtown Mitchell and Dublin business area; and That Council authorize that the additional required funds be

That the Municipality of West Perth Council approves the following Agreements of Drainage Re-Apportionment for revisions to drainage assessment schedules: Agreement with Wilhelmus Petrus Klessens & Bruce Ivan Norris regarding re-apportionment of the Campbell Drainage Works 1982 for lands known as Part Lot 15, Concession 13, Hibbert Ward, Municipality of West Perth. Agreement with Brent Van Moorsel regarding re-apportionment of the Northeast Municipal Drain 1989 and Northwest Municipal Drain 1998 for lands known as Part Lot 15, Concession 7, Logan Ward, Municipality of West Perth.

That the report dated December 2, 2019, regarding the Municipal Modernization Program – Intake 1 be received for information; and That Council for the Municipality of West Perth support the proposed request for funding through the Municipal Modernization Program – Intake 1 for a joint application with partners potentially including the County of Perth, the Municipality of North Perth, the Township of Perth East, the Township of Perth South and the Town of St. Marys for an independent third-party review of Public Works Winter Maintenance Programs; and That Council for the Municipality of West Perth support the proposed request for funding through the Municipal Modernization Program – Intake 1 for a West Perth project to complete an Information Technology Audit.

That the Council of the Municipality of West Perth accepts the reports from staff and Councillors as presented; and further that all committee minutes and correspondence not specifically dealt with by resolution be received and filed.

That the Council of the Municipality of West Perth gives first, second and third and final reading to By-law Z230-2019, Z231-2019, 89-2019, 90-2019, and 91-2019 this 2nd day of December, 2019, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto.

That the Council of the Municipality of West Perth proceeds in Closed Session at 8:57 p.m. for the purpose of p ersonal matters about an identifiable individual, including municipal and local board employees; and proposed or pending acquisition or disposal of land by the Corporation.

That Council for the Municipality of West Perth supports a one tier planning model approach and supports the development of an implementation plan for this approach that builds on the advantages of the one tier model as identified by BM Ross and aims to address outstanding concerns of the local municipalities; and That Council for the Municipality of West Perth invites the County to form a Planning Implementation Working Group including representatives from the County and the local municipalities and the County Human Resources Manager to develop an implementation plan for a one tier planning model; and That Council for the Municipality of West Perth appoints Mayor Walter McKenzie and CAO Jeff Brick or alternate to the Planning Implementation Working Group.

That By-law 92-2019 being a by-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a first, second and third time, and finally passed and that the said By-law be signed by the Mayor and the Clerk and sealed with the seal of the Corporation.
