Regular Council

That the Council of the Municipality of West Perth accept the agenda as amended.

That the Council of Municipality of West Perth accept Consent Items 4.1 - 4.4 for information with 4.3 being dealt with separately; and further that the minutes of the December 17, 2018 Court of Revision and December 17, 2018 Regular Meeting be adopted.

That the Council of the Municipality of West Perth supports the resolution of the City of Hamilton at their December 19, 2018 meeting regarding Item 7.3 Maintaining the Voters' List for Municipal Elections.

That the Council of the Municipality of West Perth receive the report entitled Application for Consent to Sever (No. B56/18) by Jacinta Willems (1058461 Ontario Ltd.) affecting lands described as Lots 7 and 8, Concession 4, Fullarton Ward, Municipality of West Perth (5302 and 5252 Line 29) dated January 7, 2019 prepared by the County Planner, for information; and That Council recommends that the County of Perth Land Division Committee APPROVE the Application for Consent to Sever (No. B56/18), Fullarton Ward, Municipality of West Perth (5302 and 5252 Line 8), subject to the following conditions: 1) That confirmation be received from the Municipality of West Perth that all taxes have been paid in full; 2) That confirmation be received from the Municipality of West Perth that all financial requirements have been met (if any); 3) That confirmation be received from the Municipality of West Perth that the apportionment schedule for municipal drains in this area be reviewed, and updated (if necessary) to the satisfaction of the Municipality of West Perth in accordance with Section 65.1 of the Drainage Act R.S.O. and that the owner will be responsible for all costs associated with this re-apportionment;

That the Council of the Municipality of West Perth receive the report entitled Application for Consent to Sever (No. B58/18) by Jacinta Willems (1058461 Ontario Ltd.) affecting lands described as Lot 7, Concession 4, Fullarton Ward, Municipality of West Perth (5252 Line 29) dated January 7, 2019 prepared by the County Planner, for information; and That Council recommends that the County of Perth Land Division Committee APPROVE the Application for Consent to Sever (No. B58/18), Fullarton Ward, Municipality of West Perth (5252 Line 8), subject to the following conditions: 1) That confirmation be received from the Municipality of West Perth that all taxes have been paid in full; 2) That confirmation be received from the Municipality of West Perth that all financial requirements have been met (if any); 3) That confirmation be received from the Municipality of West Perth that the apportionment schedule for municipal drains in this area be reviewed, and updated (if necessary) to the satisfaction of the Municipality of West Perth in accordance with Section 65.1 of the Drainage Act R.S.O. and that the owner will be responsible for all costs associated with this re-apportionment; 4) That confirmation be received from the Municipality of West Perth that an amendment to the Municipality of West Perth’s implementing Zoning By-law has been adopted to zone the proposed severed lot to permit only a dwelling and accessory uses, buildings and structures (i.e. driveway, detached garage, swimmi

That Council for the Municipality of West Perth receives the report "Procurement of Turbo Blower for the Mitchell Sewage Treatment Plant" outlining the use of Section 10.14 of the Procurement By- Law; and That Council for the Municipality of West Perth authorizes staff to negotiate the purchase of an additional turbo blower with APG Neuros under the provision of Section 11 Single Source Purchases of By-Law 54-2018, the West Perth Procurement By-Law.

That the Council of the Municipality of West Perth accepts tenders for a new Tandem Dump Truck Chassis prior to 2019 budget approvals.

That the Council of the Municipality of West Perth award the construction of the Ninth Concession Municipal Drain to the lowest tender bid submission received from A.G. Hayter Contracting Ltd. in the amount of $153,475 plus HST.

That the Council of the Municipality of West Perth acknowledges receipt of the letter dated January 2, 2019 and supports the concerns that MPP Pettapeice has raised and directs staff to prepare a letter sharing West Perth's concerns with Minister of Finance Vic Fedeli.

That West Perth Council gives third and final reading to By-law 94-2018 this 7 day of January, 2019, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto.

That West Perth Council gives first, second and third and final reading to By-law 01-2019 and 02-2019 this 7 day of January, 2019, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto.

That By-law 03-2019 being a by-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a first, second and third time, and finally passed and that the said By-law be signed by the Mayor and the Clerk and sealed with the seal of the Corporation.
