Regular Council

That the Council of the Municipality of West Perth accepts the agenda as amended.

That the Council of the Municipality of West Perth accept Consent Items (4.1- 4.12) for information items 4.6 and 4.11 being dealt with separately; and That the minutes of the April 3, 2018 Regular Council Meeting be adopted.

That the Council of the Municipality of West Perth support the Resolution of The Corporation of the Township of Baldwin April 9th, 2018 being "That Township of Baldwin send the attached explanatory letter to all Municipalities in Ontario for their support via e-mail as well as by Canada Post to all MP’s and Senators that represent our Province of Ontario. We don’t need bill C-71 and it should be quashed without further ado.”

That the Council of the Municipality of West Perth direct staff to prepare a report on options regarding the installing of sidewalk on the south side of Huron Rd.

That West Perth Council adjourn at 7:13 p.m. for the Court of Revision.

That the Council of the Municipality of West Perth accept the report from Dietrich Engineering Limited dated March 26, 2018; and That the Court of Revision be set for Tuesday, May 22, 2018, and tender be let.

That the Municipality of West Perth Council recommends that the County of Perth Land Division Committee approve the Application for Consent to Sever by Greenhoven Farms Ltd. (No. B05/18), Logan Ward, Municipality of West Perth, subject to the following conditions: 1. That confirmation be received from the Municipality of West Perth that the apportionment schedule for municipal drains in this area be reviewed, and updated (if necessary) to the satisfaction of the municipality and that the owners be responsible for all associated costs; 2. That confirmation be received from the Municipality of West Perth that all taxes have been paid; 3. That confirmation be received from the Municipality of West Perth that all financial requirements have been met (if any); 4. That confirmation be received from the Municipality of West Perth that an amendment to the Municipality’s Zoning By-law has been approved; and 5. That a solicitor’s undertaking shall be received by the County of Perth Land Division Committee which shall be to the effect that the severed parcel be added as a lot addition to the abutting parcel described as Part of Lot 16, Concession 12, former Township of Logan, West Perth, currently owned by Keith Pol (with the applicable conditions concerning deeding in the same name, application of Section 50(3) or (5) of the Planning Act, and mortgage consolidation).

That the Municipality of West Perth Council recommends that the County of Perth Land Division Committee approve the Application for Consent to Sever by Katrina Doell (No. B06/18), Fullarton Ward, Municipality of West Perth, subject to the following conditions: 1. That confirmation be received from the Municipality of West Perth that the apportionment schedule for municipal drains in this area be reviewed, and updated (if necessary) to the satisfaction of the municipality and that the owners be responsible for all associated costs; 2. That confirmation be received from the Municipality of West Perth that all taxes have been paid; 3. That confirmation be received from the Municipality of West Perth that all financial requirements have been met (if any); and 4. That a solicitor’s undertaking shall be received by the County of Perth Land Division Committee which shall be to the effect that the severed parcel be added as a lot addition to the abutting parcel described as Part of Lot 40 and 41, Registered Plan No. 306 and Part of the Road Allowance Between Concession 8 and 9 (closed) Fullarton Ward, West Perth, currently owned by Katrina Doell and Christopher Doell (with the applicable conditions concerning deeding in the same name, application of Section 50(3) or (5) of the Planning Act, and mortgage consolidation).

That the Municipality of West Perth Council recommends that the County of Perth Land Division Committee approve the Application for Consent to Sever by Eckert Farms Ltd. (No. B12/18), Fullarton Ward, Municipality of West Perth, subject to the following conditions: 1. That confirmation be received from the Municipality of West Perth that the apportionment schedule for municipal drains in this area be reviewed, and updated (if necessary) to the satisfaction of the municipality and that the owners be responsible for all associated costs; 2. That confirmation be received from the Municipality of West Perth that all taxes have been paid; 3. That confirmation be received from the Municipality of West Perth that all financial requirements have been met (if any); 4. That confirmation be received from the Municipality of West Perth that an amendment to the Municipality’s Zoning By-law has been approved; and 5. That confirmation be received from the County of Perth that the property owner has entered into an agreement with the County of Perth to prohibit any new permanent residential dwellings on the remnant farm property.

That the Council of the Municipality of West Perth proceed to a preliminary public consultation for the Municipal Campus with a date to be determined.

That the Council of the Municipality of West Perth award contract “Replacement of Structure 03F (Culvert 63) on Road 140” to VanDriel Excavating Inc. in the amount of $402,835.21 including HST.

That the Council of the Municipality of West Perth directs staff to apply for a grant opportunity from the Federation of Canadian Municipalities’ Municipal Asset Management Program for the West Perth Asset Management Planning Project. Be it therefore resolved that the Municipality of West Perth commits to conducting the following activities in its proposed project submitted to the Federal of Canadian Municipalities’ Municipal Asset Management Program to advance our asset management program: • Procure consulting services to assist with the Asset Management Strategic Policy • Procure consulting services to develop an Asset Management Planning Financial Model • Procure software to implement an Asset Management Planning Financial Model.

That the Council of the Municipality of West Perth nominate Clare French for the 2018 Senior of the Year Award offered by the Minister responsible for Seniors Affairs through the Government of Ontario.

That the Council of the Municipality of West Perth accepts the reports from staff and Councillors as presented; and further that all committee minutes and correspondence not specifically dealt with by resolution be received and filed.

That By-law 25-2018, being a Provisional By-law to provide for a drainage works in the Municipality of West Perth in the County of Perth, McMillan Municipal Drain 2018, be read for a first and second time this 16th day of April, 2018.

That By-law 22-2018, being a By-law to authorize the sale of surplus land (West Mitchell Developments Inc.); and That By-law 23-2018, being a By-law to authorize the execution of a Site Plan Agreement between the Municipality of West Perth and Gaffney Industrial Holdings Inc. in the Municipality of West Perth in the County of Perth; and That By-law 24-2018, being a By-law to authorize an agreement between the Ontario Trillium Foundation and the Corporation of the Municipality of West Perth ("Recipient") for the purpose of providing funding for the Mitchell and District Community Centre's roof and insulation on the north and west walls; and That By-law 26-2018, being a By-law to delegate certain authorities during a "Lame Duck" Council period; and That By-law 27-2018, being a By-law to provide for the Erection of Stop Signs; and That By-law 28-2018, being a By-law to enter into an Agreement between Brad Rapien and the Corporation of the Municipality of West Perth for the lawn maintained at the North Logan Cemetery, be read for a first, second and third time and finally passed this 16th day of April, 2018.

That By-law 29-2018, being a by-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth be read a first, second and third time, and finally passed and that the said By-law be signed by the Mayor and the Clerk and sealed with the seal of the Corporation.
