Regular Council

That the Council of the Municipality of West Perth accepts the agenda as amended.

That the Council of the Municipality of West Perth accept the Consent Agenda items 4.1- 4.12 for information; And further that the minutes of the September 11, 2017 Public Meeting and the September 11, 2017 Regular Meeting of Council be adopted.

That the Council of the Municipality of West Perth accept the report from K. Smart Associates dated September 13, 2017 for the Carlingford Municipal Drain 2017; and That the Court of Revision be set for Monday October 30, 2017 at 7:00 p.m.

That the Council of the Municipality of West Perth award the Brodhagen Municipal Drain 2017 Tender to Van Bree Drainage & Bulldozing in the amount of $92,595.00 (without HST) conditional upon third reading of Provisional By-law 64-2017, Brodhagen Municipal Drain 2017.

That the Council of the Municipality of West Perth approves the draft Public Nuisance By-law, as submitted and directs the Clerk to prepare a formal By-law for the next regular meeting of Council for adoption.

That the Council of the Municipality of West Perth directs staff to prepare a Site Plan Agreement document and adoption By-law for Hilton Farms Inc. 6933 Line 26, RR2 Staffa, Concession 7 Lot 14, Hibbert Ward, West Perth, Perth County Ontario for an expansion of their Wow Butter Foods processing operation.

That the Council for the Municipality of West Perth authorize the extension of the lease of the Hibbert Shop property to ERTH Corporation to March 31, 2018.

That the Council of the Municipality of West Perth defer the Planning Shared Services Agreement to a later meeting with more information regarding the cost.

That the Council of the Municipality of West Perth accepts the reports from staff and Councillors as presented at the September 25, 2017 Council meeting; and further that all committee minutes and correspondence not specifically dealt with by resolution be received and filed.

By-law 64-2017, Being a By-law to provide for a drainage works in the Municipality of West Perth in the County of Perth - Brodhagen Municipal Drain 2017 be read a third time and finally passed this 25th day of September, 2017.

By-law 80-2017, Being a By-law to provide for a drainage works in the Municipality of West Perth in the County of Perth - Carlingford Municipal Drain 2017 be read a first and second time this 25th day of September, 2017.

That West Perth Council give first, second, third and final reading to By-law 81-2017, Being a By-law to authorize an Agreement between the Municipality of West Perth and Integrated Maintenance and Operations Services Inc. operating under the name of "Owen Sound Highway Maintenance Limited" for the Connecting Link Winter Maintenance. By-Law 84-2017, Being a By-law to authorize the Mayor and the Clerk to Execute Documents related to the enforcement of clause in an Agreement between the Municipality of West Perth and Durisol Materials Limited which will result in the Municipality of West Perth re-acquiring the property.

That the Council of the Municipality of West Perth proceeds in Closed Session at 8:48 p.m. for the purpose of a proposed or pending acquisition or disposition of land by the municipality or local board.

That the Council of the Municipality of West Perth authorizes the Mayor and Clerk to execute all documents as may be required to completed the re- conveyance of lands described as real property legally described as Part of Park lot 90 & 91, Plan 341 being Part lot 9 on Reference Plan 44R-4096, Municipality of West Perth, County of Perth.

That By-law 83-2017 being a by-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth for the meeting dated September 25, 2017 be read a first, second and third time, and finally passed this 25th day of September, 2017.

That the Council of the Municipality of West Perth adjourn the Council meeting at 10:01 p.m.
