Regular Council

THAT the Council of the Municipality of West Perth accepts the agenda as amended to accept Sheri Gilhula. Public Education Coordinator, Alzheimer Society of Perth County as a delegation.

THAT the Council of the Municipality of West Perth accept the Consent agenda as presented December 21, 2015 Agenda items 4.1-4.7 for information; AND FURTHER THAT the minutes of the December 14, 2015 meeting of Council be adopted.

THAT the Council of the Municipality of West Perth authorizes preparation of a Site Plan Agreement with Main Street United Church for the redevelopment of the church property at 133 Ontario Road, Mitchell.

THAT the Council of the Municipality of West Perth adopt a new Site Plan Control By-law and policy and also repeal By-law 42-2000 by by-law.

THAT the Council of the Municipality of West Perth authorizes any surplus of net expenditures compared to budget for Roads, Arena, Pool, Library, PIC, Fire Departments to be allocated to capital reserves for their respective Departments: AND FURTHER THAT The surplus from the Farmers' Market, Tourism& Community Beautification, Energy & Environment, Economic Development and Heritage Committee be held in reserve for future activities in these Committees .

THAT the Council of the Municipality of West Perth enter into a 12-month service agreement with Megamation Directline TM for a monthly charge of $395 .00.

THAT the Council of the Municipality of West Perth approves a request from the Mitchell & District Agricultural Society to host the outdoor "Concert in the Park" as a Significant Community Event with a Special Occasion Permit on June 25, 2016 at the Lions Park in Mitchell subject to the following: That the Municipality of West Perth Alcohol Policy be adhered to and a certification of proof of a minimum of at least $5,000,000.00 liability insurance listing the Municipality of West Perth as a co-insured be provided to the Municipality; AND FURTHER THAT an Operational Plan be received by the Municipality and approved prior to the event; AND FURTHER THAT the Mitchell & District Agricultural Society covenants to save harmless and keep indemnified the Corporation of the Municipality of West Perth, it officers, employees, servants, agents, successors and assigns against any and all liability for losses, damages, claims, action demands, suits and costs arising directly or indirectly by virtue of the of the Municipality of West Perth allowing the Mitchell and District Agricultural Society use of the property/facility for this event. The Municipality of West Perth shall not be responsible for any accidents, injury, or loss of property to the Mitchell & District Agricultural Society or any other persons.

THAT the Council of the Municipality of West Perth accepts the reports from staff and Councillors as presented at the December 21, 2015 Council meeting; and further that all committee minutes and correspondence not specifically dealt with by resolution be received and filed.

That By-law 106-2015, Being a By-law to designate Site Plan Control Area pursuant to Section 41 of the Planning Act ( R.S.O. 1990) in the Municipality of Wet Perth and to repeal By-law 41-2000; By-law 107-2015, Being a By-law to establish and require payment of various fees and charges for the Municipality of West Perth. Repeals By-law 39-2015; By-law 108-2015, Being a By-law to authorize the withdrawal of funds from the Development Charges Reserves based on the Development Charges Studies and completed capital works; Be read a first and second time this 21st day of December, 2015

By-law 106-2015, By-law 107-2015, By-law 108-2015, be read a third time and finally passed this 21st day of December, 2015.

That the Council of the Municipality of West Perth adjourn into a Closed Session at 8:42 p.m. in accordance with the Municipal Act, 2001 Section 239 for the following purpose: b) Personal matters about an identifiable individual, including municipal or local board employees.

That the Council of the Municipality of West Perth reconvene in Open Session at 9:01 p.m.

That the Council of the Municipality of West Perth approve the Executive Committee Minutes from December 21, 2015.

That the Draft Surplus Farm Dwelling Severance Policies - County Official Plan be

THAT By-law 109-2015, being a by-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth for the meeting dated December 21st, 2015 be read a first, second and third time, and finally passed this 21st day of December, 2015.

THAT The Council of the Municipality of West Perth adjourn the Council meeting at 9:14 p.m.
