THAT the Council of the Municipality of West Perth accept the Consent Agenda items 4.1 - 4.7 for information; AND FURTHER THAT the minutes of the June 22, 2015 meeting of Counci l be adopted.

THAT the Council of the Municipality of West Perth open a Public Meeting to consider an amendment to the Municipality of West Perth Official Plan (Mitchell Ward) and an amendment to th e Municipality of West Perth Zoning By-law 100-1998 that affects property in the municipality described as Part of Lot 13 Concession 1 (Mitchell Ward) for property owned by Charles and Jean Delmage.

THAT By-law 59-2015, that Amendment No. 23 to the Mitchell Ward Official Plan be adopted and that application be made to the County of Perth for approval of Amendment No. 23 to the Mitchell Ward Official Plan be read a first and second time this 13th day of July, 2015.

THAT By-law 59-2015, be read a third and final time and finally passed this 13th day of July, 2015.

THAT the Council of the Municipality of West Perth close a Public Meeting to consider an amendment to the Municipality of West Perth Zoning By- law Amendment 100-1998 that affects property in the municipality described as Part of Lot 19, Concession 1 (Mitchell Ward) for property owned by K-C Warehousing Inc.

THAT By-law Z177-2015, being a By-law to amend Zoning By-law 100-1998, for property described as Part of Lot 19, Concession 1 (Mitchell w ·ard) be read a first and second time this 13th day of July, 2015.

THAT By-law Z177-2015, being a By-law to amend Zoning By-law 100-1998, for property described as Part of Lot 19, Concession 1 (Mitchell Ward) be read a third and final time this 131h day of July, 2015.

THAT the Counci l of the Municipality of West Perth adjourn to open the Court of Revision for the Britton Municipal Drain 2015.

THAT the Council of the Municipality of West Perth close the Court of Revision for the Britton Municipal Drain 2015 and FURTHER THAT the Regular Council Meeting resume.

THAT the Council of the Municipality accepts the tender from Robinson Farm Drainage Limited in the amount of $123,700.00 plus H.S.T. for construction of the Britton Municipal Drain 2015.

THAT the Council of the Municipality of West Perth direct staff to prepare a Site Plan Agreement and By-law and to confirm securities for Hoegy's Farm Supply Ltd. and Scott Andrew Dixon for property described as Part of Lot 13, Registrar's Compiled Plan 452, Part 2, 44R2174; West Perth being all of PIN No. 53186-0113 (LT) in the Registry Office for the Land Titles Division of Perth (No. 44).

THAT the Council of the Municipality of West Perth award the tender from Theo Vandenberk Construction Inc. in the amount $333,562.55 (HST included) for the rehabilitation of Willowgrove Bridge 32L on Line 42, Logan Ward .

THAT the Council of the Municipality of West Perth approve Sunday Gun Hunting with in the municipality and that this approval be forwarded to the Ministry of Natural Resources & Forestry so that a regulatory amendment may be made under the Fish & Wild life Conservation Act.

THAT the Council of the Municipality of West Perth approve a request from Diane Vandersleen to hold a 5K RunNValk in the Ward of Mitchell on Saturday September 26, 2015 starting at 9 a.m. and further that staff be directed to review the request to ensure the temporary road/street closure policy is adhered to.

THAT the Council of the Municipal ity of West Perth direct the CAO to prepare a report for Council on the South Western Ontario Broadband Plan for consideration as an alternate path to achieve the ro ll~out of broadband to the residents of South Western Ontario.

THAT the Council of the Municipality of West Perth accepts the reports from staff and Councillors as presented at the July 13, 2015 Council meeting; and further that all committee minutes and correspondence not specifically dealt with by resolution be received and fi led.

THAT By-law 55-2015, Being a By-law to provide for the maintenance of the Ducharme Municipal Drain, By-law 56-2015, Being a By-law to provide for the maintenance of the MacDougald Municipal Drain, By-law 57-2015, Being a By- law to provide for the maintenance of the South Branch of the Northwest Municipal Drain, By-law 58-2015, Being a by-law to provide for the maintenance and repair of Branch E of the Northeast Municipal Drain, By-law 60-2015, being a By-law to authorize the execution of a Site Plan Agreement between the Municipality of West Perth and Van Pelt Construction Inc., be read a first and second time this 13th day of July, 2015.

THAT By-law 55-2015, By-law 56-2015, By-law 57-2015, By-law 58-2015, By-law 60-2015, be read now a third and final time this 13th day of July, 2015.

THAT the Council of the Municipality of West Perth adjourn into a Closed Session at 9:04 p.m. in accordance with the Municipal Act, 2001, Section 239, for the following purpose: (b) personal matters about an identifiable individual, including municipal or local board employees: Operations Foreman Position. Recruitment of firefighters.

THAT the Council of the Municipality of West Perth reconvene in Open Session at 9:08 p.m.

THAT the Council of the Municipality of West Perth direct the Fire Chief to implement the revised pay schedule for new recruit fi refighters effective August 1, 2015.

THAT By-law 61-2015 being a by-law to confirm the proceedings of the Council of the Corporation of the Municipality of West Perth for the meeting dated July 13, 2015 be read a first, second and third time, and finally passed this 13th day of July, 2015.
